The Stephen Lawrence Inquiry Report 1999 defines a racist incident as follows:
"A racist incident is any incident which is perceived to be racist by the victim or by any other person."
Institutional racism is defined in this way:
"The collective failure of an organisation to provide an appropriate and professional service to people because of their colour, culture or ethnic origin. It can be seen or detected in processes, attitudes and behaviour which amount to discrimination through unwitting prejudice, ignorance, thoughtlessness and racist stereotyping which disadvantage minority ethnic people."
These definitions have been accepted by the Scottish Government.
Recommendation 68 states:
"That Local Education Authorities have the duty to create and implement strategies in their schools to prevent and address racism."
