CERES WORK: 2007-2009

In this period CERES has continued to work on the anti-sectarian education website ‘Don’t Give It, Don’t Take It’. The Centre was commissioned by the Scottish Government to provide content updates till March 2009.  During this time, the site has been expanded to include other forms of religious intolerance particularly relating to Islam and Judaism.

In addition, CERES took an active part in assisting the Scottish Government take forward the 100K fund to support anti-sectarian projects in schools in 2007 and will do so again for 2008.  The CERES Director was also a judge for the Scottish Education Award Anti-sectarian category.  The winners of the 2007 award was Earnhill Primary and Sacred Heart Primary in Greenock, Inverclyde.  In 2008, CERES again took part in the Scottish Education Awards 2008 judging the One Scotland- Active Citizenship Award.

Progress of the Race Relations (Amendment) Act 2000 in Scottish Education (local authorities)

In November 2007, CERES began a piece of work to:

  • consider the extent to which, and by what means, Education Services within Scottish local authorities have addressed the objectives of the General Duty (GD) of the RR(A)A 2000 and its associated Scottish Order
  • capture the (potential) benefits of the RR(A)A to date in terms of progress made by Education Services, difficulties encountered and the identification of good practice

The data collection and analysis elements were undertaken in the period November 2007–January 2008.  To avoid making unnecessary demands on council staff it was decided that the work be desk-based and concentrate on the RR(A)A implementation data for Scottish authorities, the responsible public bodies, which were available online.  Such information was supplemented by accessing HMIE INEA inspection reports for the period November 2002–December 2007 (the 5-year period since the Act became operational in Scotland) as a means of including further available material relevant to the evaluation of RR(A)A  implementation.

A full and a summary report were delivered to the Schools Directorate in March 2008. The findings concurred, in the main, with a study conducted by Audit Scotland later that year.

CERES  continued to support EDEONS, a network for officers in local authorities who assist the development and promotion of equality, anti-discrimination and inclusion work in schools.  This network was formerly the Race Relations Officers Network which CERES started in 2003.  The network agreed in 2007 to widen its remit to encompass all equality areas.

Until Spring 2009, the network meets three times per year in Edinburgh and was an opportunity for officers to discuss the latest equality legislation, policy and research developments relating to curriculum and learning and teaching. It is also a forum for sharing practice.

The funding for this network ceased in March 2009. Members of the network are hoping to set up further meetings. Morfe information will addd to the website as sit becomes available.
