Project Title: Who decides? Globalisation and Education Policy in Pakistan

Research topic:

My doctoral research explores the 'sphere of authority' (SoA) of the state of Pakistan over its education policy production. The globalisation processes have reshaped the political, cultural and economic fields. In the field of education policy, scholars have noted the emergence of 'global education policy field' characterised by broad consensus on policy agenda, processes and technologies (Ozga & Lingard, 2007). These global policy agendas are being pursued by international agencies like the OECD, the World Bank and the UNESCO. The pressures posed by these international agencies through their targets, standards and various policy prescriptions impinge on the authority of the nation states towards their policy decisions. This uncomfortable relation between global and national creates tensions for national policy making.

These tensions between global and national policy priorities are also present in Pakistani education policy which raises the question about the extent of authority that the Pakistani state has over its education policy. My doctoral research explores these issues further by focusing on the current education policy review in Pakistan. The review began in 2006 and resulted in the White Paper in 2007 and a policy draft in April 2008. The research hopes to understand how government of Pakistan tries to govern education policy production process and deal with the possible tensions between global and national fields.
